The EU could unlock billions in clean investment, build competitiveness and secure its industrial future through policies that create lead markets for clean materials
Europe’s competitive edge lies not only in technology or capital, but in its ability to create market certainty. The EU has a leading pipeline of announced clean industrial projects but many are struggling to reach final investment decision (FID)
The EU’s Clean Industrial Deal recommends the importance of lead markets in supporting clean industry. The Industrial Transition Accelerator (ITA), a global multi-stakeholder platform, managed by Mission Possible Partnership, produced a report, in partnership with E3G, that analyses and identifies specific policy interventions to enable clean markets.

Key findings:
Our research shows that the next industrial transition is already underway and early movers stand to gain the most. Europe has established an early lead in new projects, but is now struggling to advance projects to construction. By establishing lead markets, Europe can position itself at the forefront of clean industry, decarbonise its economy, and unlock investment. The time to act is now – hesitation will mean being left behind.

A new report from Mission Possible Partnership, Clean Industry Rising: the foundation of resilient value chains, supported by the Industrial Transition Accelerator, published alongside its latest Global Project Tracker, reveals that 19 clean industry projects reached final investment decision in the past six months – more than double the rate recorded a year earlier and worth an estimated $43 billion.
